The team of Carter, Williams and Zamot have a history and proven track record of delivering success, and the following are few illustrative achievements:
- Introduced a boat manufacturer to the Special Operations Community; assisted in defining requirements and identifying appropriations in both DoD and State Department for high speed boats to augment US surveillance and apprehension of international drug traffic, primarily in Central and South America. Results included procurement by Navy Special Operations, United States Southern Command, and Foreign Military Sales through both DoD and State Department International Law Enforcement funding sources.
- On behalf of an aerospace company, successfully lobbied the US Marine Corps (USMC) and Congress to establish testing and procurement funding of laser guided Zuni missiles.
- Facilitated a sole source contract in the Office of Naval Research for a client with a unique radar technology, thus positioning them in an extremely advantageous position for future Navy and DoD procurement opportunities.
- Coordinated with the Air Force Protection C2 Systems Program Office to fund and test new radar technology with unique capabilities for ground surveillance. Successful testing resulted in the procurement of 660 radars that were part of the Integrated Base Defense System program. The procurement was worth $21 million and resulted in the small company being positioned for an initial public offering and subsequent acquisition by a major defense contractor.
- Through legislative initiatives, arranged for the demonstration, testing and validation of a client's radar with DHS, resulting in its purchase for use by the Border Patrol.
- Based on an operational requirement of the Navy SEAL community, secured $4.7 million in additional funding through the legislative appropriations process for Special Operations Command (SOCOM) procurement of Low-Profile Night Vision Goggles.
- Helped establish a DoD unfunded requirement outside of the traditional budgeting process for advanced technology night vision goggles. Subsequently, successfully lobbied for USMC procurement funding of night vision devices, increasing the client’s annual revenue by over 150%.
- Lobbied for and successfully obtained an additional $8.5 million in procurement for the USMC Tactical Remote Surveillance System.
- Due to interagency politics and agendas, DHS had certain funding moved to another agency. This move resulted in a vendor other than the client providing the technology and service. Through the legislative process, reprogrammed the funding ($24 million) back to the appropriate office in DHS.
- Created opportunity for client to provide capabilities and contractual solution delivering access control to American embassies in high threat countries. Resulted in solving critical security concern for the State Department and increase in scope and value of client’s contra
